"I think I knew for years": Andy Lee spills on proposal

<p>In their first photoshoot and interview as an engaged couple, Andy Lee and Rebecca Harding have revealed how the sweet proposal unfolded. </p> <p>The couple are the cover stars on this week's <em>Stellar</em> magazine and featured as guests on the <em>Something To Talk About</em> podcast. </p> <p>In the interview, Andy explained that he'd known "for a long time" that he wanted to marry his girlfriend of 10 years. </p> <p>“I think six, maybe to eight months [beforehand] was when I really started thinking about it. I think I knew for years. Then getting the ring, and hoping Bec liked it – that would have been the most nerve-racking part. And getting her there on time to the actual proposal,” he said.</p> <p>Andy popped the question in May, and proposed at the couple's home in the Melbourne suburb of Hawthorn. </p> <p>He recalled how Rebecca was running late on the day and kept him anxiously waiting for more than an hour before she showed up. </p> <p>“It doesn’t matter. The important thing is, we went home together,” she told the publication. </p> <p>While their proposal was nothing glamorous, it had sentimental value, as he handed her a napkin asking for her hand in marriage, a callback to their first meeting when she was working as a waitress at a Melbourne cafe and he wrote his number on a napkin for her. </p> <p>“It was just happiness,” Rebecca said of the proposal.</p> <p>“It’s such a nice feeling to know someone has gone and put all of this effort into something, to ask you to spend the rest of your life with them. I mean, we’d been dating for 10 years, so I kind of was like, maybe getting married is not for us. There was enough in our life that I knew he was serious about me.”</p> <p>She also shared the external pressure she felt over the years for the couple to get engaged, and explained why it took them so long. </p> <p>“Andy doesn’t like being told what to do. Olympics of love: 7 wedding proposals and counting!

<p>Paris truly is the city of love, with a growing list of athletes proposing to during the Olympics. </p> <p>The latest athlete to get down on one knee is French runner Alice Finot, making her the seventh Games athlete to tie the knot. </p> <p>Finot's proposal has gone viral for her break in stereotypes, after she decided to propose to her boyfriend after her action-packed 3000m steeplechase race. </p> <p>After the women's final, she ran towards the stand searching for her partner, kneeled down and proposed by offering him an Olympic pin, which reads "Love is in the air in Paris", which she had held during the race.</p> <p>As she handed it to her boyfriend, Spanish triathlete Bruno Martínez Bargiela, the couple broke into a long and passionate hug that moved her now-fiancé to tears.</p> <blockquote class="instagram-media" style="background: #FFF; Olympian proposes in the City of Love

<p>US shot putter Payton Otterdahl is finally engaged to his longtime girlfriend Maddy Nilles after eight years together. </p> <p>In a heartwarming post shared to Instagram, the Olympian captured the exact moment he popped the question under the Eiffel Tower. </p> <p>"Meanwhile, in the City of Love..." he captioned the photo in the City of Love. </p> <p>"I love you forever, Maddy Nilles!" Otterdahl added with a red heart emoji.</p> <p>In another photo, the newly-engaged couple were pictured sharing a kiss under the iconic monument to celebrate the milestone. </p> <p>Nilles re-shared the post to her Instagram story with a wholesome message in French.</p> <p>"Je vous aime," she wrote, which means "I love you" in English.</p> <p>While Otterdahl just missed out on an Olympic medal in Paris as he placed fourth in the shot put, many congratulated him for taking home the best prize - a love that will "last a lifetime". </p> <p>"Congratulations!!" “Greedy” woman slammed after being “disappointed” with engagement ring

<p dir="ltr">A woman has been dubbed “ungrateful” and “greedy” online after sharing a lengthy post about how she was “pretty disappointed” with the ring her boyfriend proposed with. </p> <p dir="ltr">The bride-to-be took to Facebook to say that while she still loves her fiancé, she was upset at being given a lab-made diamond as opposed to a natural one. </p> <p dir="ltr">“I'm not going to lie, I was pretty disappointed, especially since my future husband has enough income to afford a real diamond,” she said in the lengthy post. </p> <p dir="ltr">She also confessed to feeling like “a spoiled brat for complaining”, but went on to compare how her fiancé was previously engaged to another woman and proposed with a ring costing more than $75,000, so the cheaper diamond left her feeling “second best”. </p> <p dir="ltr">The woman’s post was met with ridicule online, as thousands of people commented on her post to express their disbelief. </p> <p dir="ltr">One person quipped, “I require my diamonds to be exploitative.”</p> <p dir="ltr">“People sure do get upset when their diamonds aren't the result of human rights abuses and environmental destruction, huh,” another said, slamming the woman's “entitled attitude”. </p> <p dir="ltr">Another woman was quick to agree that the bride-to-be's “greedy” disappointment was in bad taste.</p> <p dir="ltr">“Carbon is carbon,” another person said, referring to the material that diamonds are made of, whether from the ground or in a lab.   </p> <p dir="ltr">“Such a weird hill to die on! I told my husband I wanted a lab created diamond for this exact reason: because diamond mining claims lives! AFL hero stuns with choice of proposal backdrop

<p>Richmond premiership player Daniel Rioli is engaged to TikTok influencer Paris Lawrence.</p> <p>The AFL player pulled out all the stops for his proposal and even hired a helicopter to get to the picturesque setting near the peak of a snowy mountain in Queenstown, New Zealand, where he popped the question. </p> <p>“FOREVER,” he wrote on social media, with a picture of the moment he got down on one knee to propose, with the beautiful mountains in the background. </p> <p>“I can’t wait to marry the woman of my dreams.”</p> <p>His fiancée also took to social media to share the delightful news, with the caption:  “My best friend and I are getting married." </p> <p>“(I) instantly cried. New proposal would see child care cost just $10 per day

<p>In an incredibly promising step towards affordable and high-quality early childhood education, f<span style="font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen, Ubuntu, Cantarell, 'Open Sans', 'Helvetica Neue', sans-serif;">amilies in Australia could soon benefit from a significant reduction in costs – potentially paying just $10 a day for three days a week of high-quality care. </span></p> <p><span style="font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen, Ubuntu, Cantarell, 'Open Sans', 'Helvetica Neue', sans-serif;">This development is part of a broader push to reform the current, troubled system, driven by the Centre for Policy Development (CPD) and supported by various early learning and parenting groups.</span></p> <p>The CPD has introduced a comprehensive plan aimed at overhauling the existing system, proposing free or low-cost early learning for all children three days a week. A key aspect of their proposal includes replacing the current childcare subsidy with a "child-centred" funding model that directly finances early education centres.</p> <p>Prime Minister Anthony Albanese has endorsed the initiative, highlighting its significance in the national conversation on childcare, stating, “Universal child care provision, as it is in a range of other countries, is something that is a valued national asset. Early education is good for children, it’s good for families, but it’s also good for our economy.”</p> <p>Countries like Denmark, Germany, Sweden and Norway have successfully implemented legislated entitlements for early childhood services. Research indicates that where universal or low-cost education is available, participation rates are high, suggesting similar potential outcomes for Australia.</p> <p>Economic modelling by CPD suggests that universal or low-cost early learning could increase tax revenue by up to $3.2 billion annually and boost economic growth by $6.9 billion as more parents, particularly mothers, are able to work additional hours.</p> <p>The federal government is awaiting the final report from the Productivity Commission before making further decisions. Preliminary findings from this body and a separate investigation by the Australian Competition and Consumer Commission have identified the current system as complex, costly and inconsistently available across the country.</p> <p>Andrew Hudson, CEO of the Centre for Policy Development, labelled the existing system as "broken", noting that about 22% of children start school developmentally vulnerable and over 120,000 children miss out on early learning entirely due to stringent activity test rules and other barriers.</p> <p>Hudson also pointed out that enabling more women to return to the workforce represents the "single biggest productivity gain" for the country, describing the proposal as a "classic win-win".</p> <p>As momentum builds, this initiative promises a brighter future for Australian families, making high-quality early childhood education more accessible and affordable, while delivering significant economic and social benefits.</p> <p><em>Image: Shutterstock</em></p>

“Love is so sweet": Man's sweet mid-air proposal goes viral

<p>Love is in the air! </p> <p>A smitten passenger took his love to the skies and proposed to his girlfriend while on board an Air Peace flight, with the romantic moment captured on camera. </p> <p>A social media user took to TikTok to share the sweet proposal, with the caption: “POV: My friend was proposed to in a plane.”</p> <p>The minute-long video showed a man getting out of his seat on board the packed plane to use the aircraft’s PA system so that he could ask for his girlfriend’s hand in marriage.</p> <p>“She’s so precious and her name is Precious,” the man said before popping the question. </p> <p> “Please, my Precious, I want to ask, will you marry me?”</p> <p>“If you will, just come out and say ‘yes’ to me, my precious,” he added before walking down the aisle of the aircraft. </p> <p>Other passengers cheered for the couple, and in a second video, the man is seen greeting Precious, then getting down on one knee to offer her the ring.</p> <p>Precious was overjoyed at the proposal and said yes, hugging her new fiance. </p> <p>While it is unclear where the plane was travelling, Air Peace is a Nigerian carrier that operates flights to destinations in West Africa and the Middle East, according to the NY Post. </p> <p>TikTok users were also touched by the romantic act, with many of them congratulating the couple. </p> <p>“This is beautiful,” one wrote. </p> <p>“Love is so sweet for real,” another swooned. </p> <p><em>Images: TikTok</em></p>

How much sport will you be able to watch for free under proposed new Australian broadcast rules?

<p><em><a href="https://theconversation.com/profiles/hunter-fujak-290599">Hunter Fujak</a>, <a href="https://theconversation.com/institutions/deakin-university-757">Deakin University</a> and <a href="https://theconversation.com/profiles/david-rowe-16403">David Rowe</a>, <a href="https://theconversation.com/institutions/western-sydney-university-1092">Western Sydney University</a></em></p> <p>Watching sport on television and other screens is integral to the <a href="https://researchdirect.westernsydney.edu.au/islandora/object/uws%3A57259">cultural lives of many Australians</a>.</p> <p>This is why, in 1995, the anti-siphoning scheme was introduced to ensure sport “<a href="http://www.tandfebooks.com/isbn/9780203758397">events of national importance and cultural significance</a>” would not be captured exclusively by pay TV at the expense of free-to-air coverage.</p> <p>There have been enormous <a href="https://www.taylorfrancis.com/chapters/edit/10.4324/9780429402265-5/television-tony-bennett-modesto-gayo-david-rowe-graeme-turner">changes in television</a> since and this analogue-era legislation is increasingly out of step with the modern digital media landscape.</p> <p>Critically, under current definitions, streaming services such as Netflix and Amazon fall outside a scheme restricting subscription broadcasters like Foxtel.</p> <p>The federal government <a href="https://anthonyalbanese.com.au/media-centre/labor-will-support-local-tv-free-sport-in-the-streaming-age">promised</a> before its election in 2022 to review the anti-siphoning scheme. Its subsequent <a href="https://www.aph.gov.au/Parliamentary_Business/Bills_Legislation/Bills_Search_Results/Result?bId=r7132">Communications Legislation Amendment (Prominence and Anti-siphoning) Bill 2023</a> is designed to close the “<a href="https://theconversation.com/streaming-platforms-will-soon-be-required-to-invest-more-in-australian-tv-and-films-which-could-be-good-news-for-our-screen-sector-198757">regulatory gap</a>” that has emerged within media law since Netflix’s launch in Australia in 2015.</p> <p>The Senate referred the bill to its Environment and Communications Legislation Committee. Its report has just been released and will help shape Australians’ access to sport media content.</p> <h2>The importance of prominence</h2> <p>“Prominence” refers to the discoverability of individual media applications, such as Netflix or 9Now, on the user homepage of smart televisions.</p> <p>The federal government is troubled by overseas services like YouTube and Amazon being immediately visible on smart televisions through commercial licensing agreements, effectively “burying” Australian free-to-air TV.</p> <p>Public service broadcaster SBS, for example, <a href="https://www.9news.com.au/national/anti-siphoning-prominence-laws-australia-free-to-air-tv-channels/87bc8ddd-4120-4542-864e-2c84a781411e">claimed</a> during Senate hearings that one television manufacturer demanded both a placement fee and a 15% share of revenue to feature on the television’s homepage.</p> <p>Prominence is crucial in sport because anti-siphoning legislation is based on the principle that, although in <a href="https://www.thenewdaily.com.au/finance/finance-news/2023/03/06/tv-habits-australia">general decline</a>, free-to-air TV is still the most effective, <a href="https://accan.org.au/files/Reports/ACCAN%20Research%20Snapshot%20How%20Australians%20Watch%20TV.pdf">low-cost, readily-accessed</a> vehicle for delivering premium sport to a majority of Australian households.</p> <h2>Anti-siphoning</h2> <p>While often criticised by <a href="https://www.infrastructure.gov.au/have-your-say/anti-siphoning-scheme-review">subscription media companies and many sports</a> as anti-competitive, anti-siphoning legislation is significantly responsible for the continued abundance of free major sport on our televisions.</p> <p>In a portent of the risks ahead, <a href="https://www.cricket.com.au/news/3807634/amazon-prime-video-secures-icc-broadcast-rights-in-australia-t20-odi-world-cup-world-test-championship-2024-27">International Cricket Council</a> World Cups will disappear from free-to-air television between 2024 and 2027, after the world governing body signed an exclusive four-year deal with streaming platform Amazon.</p> <p>The <a href="https://www.theage.com.au/sport/afl/afl-boss-flies-to-us-for-talks-with-media-companies-20220425-p5ag16.html">AFL</a> also reportedly met Amazon in 2022 as part of its media rights negotiations.</p> <p><a href="https://theconversation.com/regardless-of-the-rules-sport-is-fleeing-free-tv-for-pay-and-it-might-be-an-avalanche-154640">Loopholes</a> in the scheme are also being increasingly exploited. This problem was exposed in 2018 when <a href="https://www.cricket.com.au/news/3296093/tvs-antisiphon-list-and-cricket-explained">Australian one-day international cricket matches</a> went behind a paywall, despite being listed as free-to-air events.</p> <p>As <a href="https://www.news.com.au/entertainment/tv/streaming/nrl-calls-for-technologically-neutral-overhaul-to-sport-broadcasting/news-story/31fc06ab986e12c7e6f720df33d23ad1">Foxtel</a> told the Senate hearing, both Nine (Stan) and Ten (Paramount+) are now hybrid networks, able to move acquired sports from free-to-air broadcast to behind a streaming paywall.</p> <p>At present, free-to-air networks cannot be compelled to acquire the rights to any sport, broadcast them if they do, or refrain from on-selling them to a pay platform.</p> <h2>What are the implications for sport and other viewers?</h2> <p>The majority Senate report broadly supported the federal government’s existing <a href="https://minister.infrastructure.gov.au/rowland/media-release/exposure-draft-prominence-regulations-released">exposure draft</a>.</p> <p>Regarding prominence, this means free-to-air channel “tiles” will be highly visible when you turn on a new smart TV. A 12-month phased implementation of a prominence framework was recommended by the committee – and would only apply to new televisions.</p> <p>The committee also broadly accepted the draft bill’s anti-siphoning provisions, which will affect what and where sport is viewed by fans.</p> <p>First, the listed events will be expanded by 30% and incorporate more women’s and parasports. They include the AFLW and NRLW finals, NRLW State of Origin, and the Summer Paralympic Games.</p> <p>To provide counterbalancing benefits to subscription broadcasters, sport events not acquired by a free-to-air broadcaster will become more quickly available to subscription platforms (12 months before an event starts, rather than six months before). This provides subscription platforms with greater lead-in times to plan, organise and promote their content schedules.</p> <p>The most controversial recommendation related to the scope of anti-siphoning laws, affecting how Australian viewers can access sport in the medium term.</p> <p>It supported the government’s position, on grounds of excessive competitive advantage, that anti-siphoning should only apply to terrestrial broadcasting. This excludes digital rights for live streaming through broadcast video on demand apps such as 9Now, Seven+, iView and SBS On Demand.</p> <p>Commercial free-to-air broadcasters called this a “<a href="https://www.mediaweek.com.au/industry-reacts-to-prominence-and-anti-siphoning-findings/">nightmare scenario</a>”, as they <a href="https://www.freetv.com.au/access-to-local-tv-services-and-free-sport-under-threat-unless-laws-are-strengthened/">estimate</a> 50% of households will be watching TV online by 2027.</p> <p>For viewers without televisions connected to aerials, this could make major sport events on free-to-air TV unavailable. Although terrestrial TV is still the most <a href="https://intellectdiscover.com/content/journals/10.1386/jdmp_00098_1">universally available screen sport vehicle</a>, aerials are no longer routinely installed in new housing developments.</p> <p>Research by the <a href="https://www.acma.gov.au/television-research">Australian Communications and Media Authority</a>, though, indicates that free-to-air network claims about disappearing TV aerials are somewhat exaggerated. Nonetheless, as modernisation was a central justification for the anti-siphoning reforms, the strategic compromise over broadcast video on demand apps will inevitably be scrutinised.</p> <p>Notably, in a dissenting minority report, the Greens were unhappy the bill did not go far enough in either prominence or anti-siphoning. They reserved their right to reject it unless suitably amended to guarantee global corporations could not capture Australian sports rights.</p> <h2>What happens next?</h2> <p>The amended bill must pass through Parliament to become law, and its final shape and the fate of any amendments are as yet unknown.</p> <p>While it is widely, though not universally, acknowledged action is needed to protect free screen sport viewing, intense disagreement remains among competing interest groups over what is to be done now and in the future.</p> <p>To safeguard their viewing interests, Australian sport fans will need to watch these formidably technical debates as closely as their favourite sport contests.<!-- Below is The Conversation's page counter tag. Valentine's Day proposal sparks backlash for litter

<p>While Valentines day is the perfect day to celebrate all kinds of love, Manly residents were left fuming in the aftermath of one couple's elaborate proposal. </p> <p>On Wednesday, residents were forced to pick up "hundreds of plastic petals", used candles and plastic wrapping discarded on Manly beach, which marine experts have branded "very intentional" littering. </p> <p>One local said that "no attempt was made to pick it up" and they were sure that hundreds of the petals would've already "blown into the sea to float around choking wildlife for the next several hundred years".</p> <p>"Candles were placed in the sand, so it seems the celebration took place there on the beach as well as above by the footpath," the resident wrote in a Facebook post. </p> <p> "Plastic petals are cheaper than the real thing, but surely whoever you’re doing this for would prefer fewer real petals to hundreds or thousands of fake ones.</p> <p>"I usually just pick things up and get on with it but this was all very intentional and I believe it doesn’t actually occur to some people to consider the impact when making decisions like this so I want to say: Think about your long term impact, make choices accordingly and feel better about them."</p> <p>Conservationists have also slammed the act, and said that the littering would likely result in the death of wildlife. </p> <p>"These photos are pretty shocking to see, especially knowing that these items were intentionally littered," vice president of Ocean Conservancy’s plastics program, Nicholas Mallos told <em>Yahoo News</em>. </p> <p>"In sufficient quantities, ingesting plastics like these can absolutely harm birds and sea creatures.</p> <p>He added flexible plastics and polyester petals can be deadly if it is consumed by smaller animals as it can block their digestive tracts causing them to starve, and disrupts their reproductive behaviours. </p> <p>"It takes only a few tiny pieces of plastic to kill a sea turtle hatchling, for example," Mallos said. </p> <p>"There’s no doubt the beach is a spectacular setting for an event, but it does require special attention to protect the surrounding ecosystem," he added.</p> <p>AMCS Plastics & Packaging Program Manager Tara Jones also agreed, and said there are "far better earth-safe alternatives." </p> <p>She said that "around 90 per cent of all seabirds alive today have ingested plastic of some kind." </p> <p>"Juvenile sea turtles, like the ones hatching now along the Queensland coasts, have been known to ingest hundreds of pieces of plastic in their short life.</p> <p>"Our ocean wildlife deserves better."</p> <p><em>Images: Facebook</em></p>

Matildas star Sam Kerr's secret proposal pics

<p>Sam Kerr has finally confirmed her engagement with Kristie Mewis. </p> <p>The Matildas captain took to Instagram to share her proposal pictures over two months after the couple's rumoured secret engagement. </p> <p>"September 1st, 2023," she captioned the photos, with a white love heart. </p> <p>The first photo showed Kerr down on one knee as she proposed to Mewis. "Best proposal ever!" Guy Sebastian crashes romantic moment

<p>Guy Sebastian has surprised one of his biggest fans by crashing her romantic proposal with an intimate performance. </p> <p>The Australian Idol winner was called in to help Nathan, a KIISFM radio listener, propose to his girlfriend Steph, who is a huge Guy Sebastian fan. </p> <p>Nathan called into the <em>Kyle and Jackie O Show</em> and shared his plans to pop the question, and asked the radio hosts if they could help make the proposal extra special. </p> <p>The proposal began with the couple taking a romantic trip on a yacht around Sydney Harbour, as Nathan popped the question and Steph said yes. </p> <p>Unbeknownst to Steph, her day was about to become even more special. </p> <p>Sebastian had been hiding downstairs on the boat, and emerged to surprise the newly engaged couple with an intimate performance of his new song. </p> <blockquote class="instagram-media" style="background: #FFF; No, the Voice proposal will not be ‘legally risky’. This misunderstands how constitutions work

<p><a href="https://theconversation.com/profiles/william-partlett-708330">William Partlett</a>, <em><a href="https://theconversation.com/institutions/the-university-of-melbourne-722">The University of Melbourne</a></em></p> <p>The “no” campaign’s primary argument in the current referendum debate focuses on the dangerous consequences of a constitutionally enshrined Voice to Parliament.</p> <p>This argument is relevant to the parliamentary debate about how a constitutional Voice to Parliament will be set up through legislation. But it has no bearing on the referendum debate.</p> <p>This debate involves a different, moral question: do you support the idea of recognising First Australians in the Constitution by giving them a voice on matters that affect them?</p> <h2>What exactly is the ‘no’ campaign arguing?</h2> <p>Although the “no” campaign opposes a constitutionally enshrined Voice, some of its key leaders are not against the general idea of a Voice institution itself. Instead, many “no” campaigners, including Opposition Leader Peter Dutton, <a href="https://www.skynews.com.au/australia-news/voice-to-parliament/dutton-says-his-priority-remains-establishing-a-local-and-regional-voice/video/45255e2fa30463000b1111d7188db1aa">support</a> legislated Voice institutions at the regional level.</p> <p>The “no” side also does not oppose constitutional recognition for First Australians. Dutton has recently promised that if the Voice referendum fails, the Coalition would <a href="https://www.theguardian.com/australia-news/2023/sep/03/peter-dutton-says-coalition-will-hold-indigenous-recognition-referendum-if-voice-to-parliament-vote-fails">hold another referendum</a> on First Nations constitutional recognition if it is returned to power.</p> <p>The “no” side’s main argument, therefore, is a very specific one. It focuses on what it claims are the dangerous consequences of recognising First Australians by placing a Voice institution in the Australian Constitution.</p> <p>In its official campaign <a href="https://aec.gov.au/referendums/files/pamphlet/referendum-booklet.pdf">pamphlet</a>, the “no” side claims that doing this will:</p> <ul> <li> <p>be “legally risky” and lead to litigation</p> </li> <li> <p>“risk delay and dysfunction” in government</p> </li> <li> <p>be a “costly and bureaucratic” institution with “no issue beyond its scope”.</p> </li> </ul> <p>Finally, the “no” side claims the Albanese government has not put forth any details on how this Voice body would function, and it would be a “permanent” change that will open the door for “activists”.</p> <h2>The nature of constitutions</h2> <p>These concerns, however, fundamentally misunderstand how constitutions work.</p> <p>Constitutions are not detailed documents that anticipate every possible circumstance. On the contrary, they are by nature short and incomplete documents. They inherently contain large gaps.</p> <p>In Australia, the evolution of constitutional institutions has been primarily shaped by parliament through legislation.</p> <p>Take the constitutional provision creating the High Court as an example. The Constitution contains very little detail on how the High Court operates. It does not even specify how many justices will be on the court. It merely says:</p> <blockquote> <p>The High Court shall consist of a Chief Justice, and so many other Justices, not less than two, as the Parliament prescribes.</p> </blockquote> <p>Indeed, it was left to parliament to establish the jurisdiction and powers of the High Court in the <a href="https://www.legislation.gov.au/Details/C2016C00836">Judiciary Act</a> in 1903. And since then, parliament has passed numerous amendments that continue to shape the operation of the court, ensuring it continues to develop in line with the needs of contemporary Australian society.</p> <p>For instance, the court has <a href="https://www.hcourt.gov.au/about/history-of-the-high-court">increased</a> in size from three to seven justices in order to handle its increasing case load, which many in the early 20th century thought would be very light.</p> <h2>The Voice to Parliament proposal</h2> <p>The proposed Voice body will operate in the same way. The <a href="https://voice.gov.au/referendum-2023/referendum-question-and-constitutional-amendment">proposal</a> is typical of other clauses already in the Constitution – it contains little detail other than there “shall be a body” called the “Aboriginal and Torres Straits Islanders Voice” that will make “representations” to parliament.<br />Details on how the body is selected and how it will operate are explicitly left to parliament.</p> <p>The final section of the proposed Voice provision <a href="https://voice.gov.au/referendum-2023/referendum-question-and-constitutional-amendment">states</a>:</p> <blockquote> <p>the parliament shall, subject to this Constitution, have power to make laws with respect to matters relating to the Aboriginal and Torres Strait Islander Voice, including its composition, functions, powers and procedures.</p> </blockquote> <p>If the October referendum vote is successful, it will be up to the current parliament to pass the foundational legislation setting up the Voice body. But this law will always be subject to change by subsequent parliaments. If there are problems with the way it functions, future parliaments can fix those issues through amending legislation (just as the functioning of the High Court has changed over time).</p> <p>The proposed constitutional Voice will, therefore, operate in much the same way as a legislated Voice would. In the end, both would be controlled by parliament.</p> <p>The various concerns of the “no” side are best suited to this legislative debate. For instance, it will be important to ensure the legislation creating the Voice does not lead to dysfunctional government or become a costly or ineffective bureaucracy.</p> <p>But the “no” side’s concerns have no bearing on the constitutional question we all must answer in the referendum.</p> <h2>A moral question</h2> <p>Instead, we face a clearer, moral question on October 14: do we support the idea of recognising First Australians in the Constitution by giving them a voice in matters that affect them?</p> <p>In answering this question, it is worth considering the <a href="http://www.austlii.edu.au/au/other/IndigLRes/rciadic/national/vol1/">findings</a> of the Royal Commission into Aboriginal Deaths in Custody from more than 30 years ago.</p> <p>The commission linked the shocking number of First Australians dying in state custody to the historical fact that Aboriginal people have faced “deliberate and systematic disempowerment” for more than a century. It said:</p> <blockquote> <p>Decisions were made about them and for them and imposed upon them.</p> </blockquote> <p>Only First Nations empowerment, the report concluded, would overcome this disadvantage.</p> <p>This empowerment process began with a series of First Nations regional dialogues that ultimately called for a constitutionally enshrined Voice to Parliament in 2017. “People don’t understand boundaries”: Woman ruins couple’s romantic proposal

You never know you're already ruining it,” she wrote.</p> <p dir="ltr">The video has racked up tens of thousands of views, with many people being outraged on Zenicca’s behalf. </p> <p dir="ltr">“You could excuse the first few seconds w good intentions but the rest I feel like we’re just really bad manners and not having any self awareness,” commented one person. </p> <p dir="ltr">“This made me physically ill. I'm so sorry omg,” added another. </p> <p dir="ltr">“Aw I could tell she had good intentions but was ignorant in the moment that she was slightly ruining something y’all would cherish forever,” commented a third.</p> <p dir="ltr">“Just tell her it’s a personal moment. Man proposes to high school sweetheart after rekindling their romance

<p dir="ltr">Over 60 years ago, Thomas and Nancy met when they were in high school and fell in love. </p> <p dir="ltr">Despite their feelings for each other, their romance didn’t last and they fell out of touch as life moved on. </p> <p dir="ltr">Sixty years on, Thomas and Nancy rekindled their relationship and spent three weeks having phone conversations to discover their affection for each other never died. </p> <p dir="ltr">Nancy then decided to fly to Thomas’ home state of Florida for an emotional reunion, and was shocked by the surprise she arrived at. </p> <p dir="ltr">Walking off the plane in the city of Tampa, Nancy was greeted by Thomas on one knee, delivering an emotional speech about how much he loves her, before he asked her to marry him. </p> <p dir="ltr">The heart-felt moment, captured by a fellow traveller and posted to TikTok, shows Thomas dressed up in a suit, waiting nervously for Nancy to arrive with a big smile on his face.</p> <p dir="ltr">Upon seeing her, he handed her a bouquet of roses and gave her a tender kiss before he pulled out his ring and started professing his love. </p> <blockquote class="instagram-media" style="background: #FFF; Queensland proposes ban on certain dog breeds

<p>Queensland is proposing stricter laws in a bid to bring down the number of dog attacks in the state.</p> <p>The laws would include increased jail time for owners after dog attacks, the potential banning of select breeds and for all dogs to be “effectively controlled” in public.</p> <p>The Palaszczuk government released a discussion paper on June 23 outlining the options as well as a survey asking Queenslanders to speak out about the issue before the legislation is put together.</p> <p>A significant number of dog attacks occurred in the state in April, with three children suffering severe injuries in separate incidents that involved several dogs.</p> <p>The major factor to consider for the paper is whether Queensland should ban animals from the Commonwealth’s restricted breed list, which would make owning them in any capacity illegal.</p> <p>The restricted dog breeds include the pit bull terrier, dogo argentino, fila brasilerio, japanese tosa and the presa canario.</p> <p>Currently, those who seek to own these breeds are required to apply for a permit, but that would be withdrawn if the proposed laws are put into place.</p> <p>The discussion paper says that any changes would include a “grandfather clause” that would allow individuals with a current permit to keep their pet.</p> <p>The government has also proposed to include imprisonment as a maximum penalty for more serious attacks.</p> <p>If an attack causes death or grievous bodily harm to a patron, according to present laws, the owner could be fined up to $43,125 but would not face jail time.</p> <p>“It is proposed to introduce a new criminal offence in the Act that captures conduct of an owner, or responsible person for a dog, who fails to take reasonable steps to effectively control their dog if the dog causes bodily harm, grievous bodily harm or death to a person,” the report states.</p> <p>“Including a proposed new offence for the most serious dog attacks would send a clear message to owners and people responsible for dogs that fail to take reasonable steps to protect people in the community from harm from serious dog attacks will not be tolerated.”</p> <p>The move would bring the state into line with the laws in the ACT, NSW, Victoria, NSW and Western Australia.</p> <p>In NSW, an owner who encourages a dangerous dog to attack another person faces up to five years in prison.</p> <p>Another proposal is to set up a new requirement for dogs to be “effectively controlled” in public, which would ban off-leash dog walking.</p> <p>“Effective control could be defined to include a person who is physically able to control the animal, it is on an appropriate leash and supervised or in a temporary enclosure adequate to contain the animal,” the paper reads.</p> <p>Instant fines would be issued to owners who failed to control their dogs in public and exceptions would be made for designated off-leash areas.</p> <p>Councils are urging for certain breeds to be banned and for tougher restrictions, according to Local Government Association of Queensland chief executive Alison Smith.</p> <p>“Ratepayers would be alarmed to know that Queensland councils are being forced to spend hundreds of thousands of dollars on legal fees because irresponsible owners are using the courts to drag out the fate of these dangerous animals after their dog has been impounded and a destruction order made,” she said.</p> <p>“For too long, irresponsible dog owners have been able to hold the community and councils to ransom. That needs to change.”</p> <p>Agricultural Industry Development Minister Mark Furner is calling on all Queenslanders to participate in the survey to “have their say” on the proposed reforms.</p> <p>“Community feedback on this discussion paper will be vital in drafting new legislation,” he said.</p> <p>“It is so important that we get this right to make sure any new laws meet community expectations.</p> <p><em>Image credit: Getty / Shutterstock</em></p>

MP proposes schools remain open until night-time

<p>A NSW Liberal MP has proposed that Australian schools should remain open until 6pm to better accommodate “modern employment”.</p> <p>During his maiden speech to parliament, Member for Ryde Jordan Lane said that "local schools should become hubs for after-school activity”, where the government guarantees that a child can remain on school campuses after 3pm.</p> <p>"It affords parents flexibility, while at the same time making school a place for extracurricular excellence," he said.</p> <p>"By engaging providers and community organisations, we avoid overworking our tirelessly hardworking teachers but expose more children to rounded experiences, such as coding classes, culture and language, art, dance, music and sport.</p> <p>"I care deeply about the academic results that our students are able to achieve, and about ensuring they can compete on a global stage, but I care even more that our education system helps us to create a new generation of Australians with the content of character we need to be successful as a country.”</p> <p>The move could lead to an extra year of education as a result of the extended hours of teaching, Lane added.</p> <p>"Greater flexibility for parents, a productivity and employment boost to the state, financial relief from the high cost of child care and an injection of hope for potential but reluctant parents who, like me, struggle to rationalise how to afford, in terms of both time and money, children, a home and equal employability between partners," he said.</p> <p><em>Image credit: Getty / Instagram</em></p>

Bride-to-be defends the proposal that divided the internet

<p>When Erica Murphy posted her engagement announcement to social media, she could never have anticipated the response she’d find online, or the wave of vocal criticism over her fiance’s ‘simpler’ approach to the whole affair. </p> <p>Erica had been preparing for a day at work when then-boyfriend Monta Homes proposed - through an all-important question scrawled on a torn sheet of lined paper. </p> <p>The handwritten question had been left on the bathroom counter, alongside a dazzling ring and a lit candle, for Erica to find. She, of course, said yes, and immediately took to social media to share the couples’ happy news. </p> <p>“So it’s been an amazing year with my guy,” she wrote on Twitter. “This morning before I left for work he left this in the bathroom for me to find. Torn out like that?” one user replied. </p> <p>“Congratulations that's thrilling I don't think anybody's going to accuse your man of being romantic though LOL,” said one, who seemed to be on the fence about it all. </p> <p>“A text message basically as a marriage proposal? Not for me,” shared another. </p> <p>Thankfully, there were those who were more than happy to rise to Monta’s defence, noting that proposals are - at the end of the day - all about the thought and the love behind them, not the spectacle. </p> <p>“That needs to be framed and hung on a wall. Simplicity can be romantic!” one user wrote. </p> <p>“I think this is awesome! There is no wrong way to propose. Humans know they’re human. It’s about the soul and the love! I wish you and The Mr. the very best!” one said. </p> <p>And as one more put it, “I think this is brilliant and different and truly believe this relationship will last longer than any grand proposal”.</p> <p>The negative take was disappointing for Erica, who admitted to <em>Today </em>that the attention was “one thing when you see someone else go viral and, you know, clicking and laughing and all that kind of stuff. But it's a totally different feeling when it's you”.</p> <p>She took the time to “set the record straight” though, sharing that Monta’s approach had not simply been an after-thought, but instead a very touching gesture that had meant a lot to her. </p> <p>"I had a really rough day the day before,” Erica, who is a journalist, shared. “I've never seen so many Confederate flags in my life. I was just, like, really exhausted.</p> <p>"He had flown in the night before, and he was laying there with his boxers looking so comfortable, and I've just been in the battlefield.</p> <p>"I was just so irritated. It was a carryover irritation from before.”</p> <p>Monta told the publication that he had known Erica would be heading into the bathroom after him that morning, and had opted for his handwritten approach as "this is the type of person I am. I wanted to catch her when she least expected it.</p> <p>"I know other people wanted me to get the blimp with 'the world is yours' and all that other stuff. But that's just, I mean, I could have done that. But I like this better.”</p> <p>And it seems that Erica agreed, with the happy bride-to-be informing <em>Today</em> - and critics all over - that “it was very sweet. One person’s cringe is another’s dream Spongebob proposal

<p dir="ltr">Sometimes it’s best to keep your opinions to yourself, especially when it comes to the one of the most important days of your friend’s life, as one woman has learned the hard way. </p> <p dir="ltr">After witnessing her best friend’s “super cringey and uncomfortable” proposal, she was left with some feedback. Some feedback she felt compelled to share, though her friend - unsurprisingly - was not too thrilled with what she heard. </p> <p dir="ltr">Taking to Reddit’s ‘Am I the A***ole’ (commonly known as AITA), the woman asked other users for their take, wanting to find out if she really was in the wrong, as she just didn’t [get why she’s [her friend] so upset.” </p> <p dir="ltr">“My friend invited a group of us over for her birthday last night. During dinner, her bf leaves the room and comes back playing the harmonica,” she began, before explaining how it had seemed a little odd to her, but that she’d just assumed he was “showing off or something.” </p> <p dir="ltr">That was when things took a turn for the bizarre, with the groom-to-be switching out the harmonica to instead serenade his would-be fiancée with <em>Spongebob</em>’s ‘<a href="https://www.youtube.com/watch?v=wzGH_AtmfRw">Gary Come Home</a>’. She noted that he wasn’t a particularly good singer, and that everyone in the room appeared to have the same idea about how cringe-inducing the whole thing was.</p> <p dir="ltr">“After he finishes singing,” the woman continued, “he goes over to my friend [and] gets down on one knee and proposes. She said yes and we all congratulated her but the rest of dinner I was having severe second hand embarrassment.” </p> <p dir="ltr">These thoughts got the better of her in the end, and she went on to explain how she’d approached her friend while the two were cleaning up, and asked what she’d thought of the proposal, adding “I told her it was weird especially since she’s never watched/liked <em>Spongebob</em>. They haven’t really talked about marriage before so she was completely surprised and I told her that makes it even weirder.”</p> <p dir="ltr">Her friend was offended, and made the accusation that the original poster just wasn’t “happy for her”. </p> <p dir="ltr">“I pointed out [that] she seemed embarrassed too during his charade,” she said. It was then revealed that the two hadn’t spoken for the remainder of their evening, and that she still couldn’t understand why her friend had gotten upset, as “a proposal should be romantic, not whatever the f*** that was.” </p> <p dir="ltr">And of her question as to whether or not she was the bad guy in the situation, her fellow Redditors had plenty to say. </p> <p dir="ltr">“Are you the proposal police?” one asked. “It doesn’t matter what anyone thinks of the proposal but your friend! When she asked you for your opinion all you had to do was say, ‘as long as you are happy I’m happy for you’ instead you went on a long tirade about how weird it was.”</p> <p dir="ltr">“What you feel is romantic could well be someone else’s version of horrific. It wasn’t your place to feel second hand embarrassment. It wasn’t your place to tell your friend it was weird,” another chastised. “If she was happy, you should have been happy for her, but instead you’ve made her upset. There was no need for you to do that.”</p> <p dir="ltr">One was of the mind that while yes, she had been out of line with her sharing her opinion, “that proposal was weird and the fiancé forced people to be a part of it with no heads up? It’s cool if they’re both into bad harmonica music and SpongeBob but keep the proposal private. Or let people know what they’re in for.</p> <p dir="ltr">“OP [original poster] deserves a trophy for not laughing during. The friend clearly knew it was weird, but asked anyway. OP should have bit her tongue and had this conversation later, but proposing before ever talking about marriage is also strange.
