Predictably, domestic airfares surged after the collapse of Rex. There aren’t many good solutions

Just two companies – Qantas and Virgin Australia – service 98% of the domestic passenger market. That’s not for a lack of other companies having <a href="https://www.smh.com.au/traveller/travel-news/grounded-five-of-australias-biggest-airline-failures-20221216-h28pzn.html">tried to secure a foothold</a>, over many decades.</p> <p>In 2024 alone, we’ve seen the high-profile collapse of both <a href="https://theconversation.com/what-just-happened-to-bonza-why-new-budget-airlines-always-struggle-in-australia-228995">Bonza</a> and <a href="https://theconversation.com/rex-airlines-future-up-in-the-air-amid-questions-about-viability-of-small-airlines-in-australia-235761">Rex</a>, airlines that once ignited hopes for much greater competition in the sector. Now, we’re beginning to see the predictable effects of their exit.</p> <p>According to a <a href="https://www.accc.gov.au/media-release/domestic-airfares-increase-amid-reduced-airline-competition">quarterly report</a> released on Tuesday by the Australian Competition and Consumer Commission (ACCC), domestic airfares on major city routes increased by 13.3% to September after Rex Airlines halted its capital city services at the end of July.</p> <p>There’s little reason to be optimistic about things changing anytime soon. Australia’s lack of competition means airfares are only likely to remain inflated due to higher demand and lower supply.</p> <h2>How are airfares actually set?</h2> <p>To predict what the market will bear in a given year, airlines use a process called <a href="https://www.sciencedirect.com/science/article/abs/pii/S0969699714000556">revenue management</a>.</p> <p>This involves sophisticated mathematical modelling, incorporating a range of factors – seasonal variations for school breaks, holidays, and major sporting events – to determine both what the airlines can charge per passenger and what the likely impact will be on their bottom line.</p> <p>There are three main expenses that airlines expect every year which fluctuate regularly:</p> <ul> <li>fuel prices</li> <li>aircraft maintenance</li> <li>salaries.</li> </ul> <p>But the Australian market has some unique characteristics. Our options for travelling the vast distances between major cities are very limited – and, if we’re not flying, very time-consuming too.</p> <p>Many of us choose to fly as it provides us more time at our destination for leisure or work, without a massive road trip or train ride. Our airline duopoly is very aware of this, and know we’re willing to pay a premium for convenience.</p> <p>The ACCC found that the price of “best discount economy” tickets on routes Rex had recently departed had <a href="https://www.accc.gov.au/media-release/domestic-airfares-increase-amid-reduced-airline-competition">increased significantly</a> – up 95% between Adelaide and Melbourne, and 54% between Canberra and Melbourne.</p> <p>The report also noted that fuel prices declined by more than 40% in the 12 months to September, which the airlines have not adjusted for in their pricing model.</p> <h2>The best solution’s a long shot</h2> <p>For Australian passengers to pay lower domestic airfares, competition from another airline is the only viable solution. That might seem like a far-fetched proposition for the foreseeable future.</p> <p>Any airline attempting to start up in Australia would need significant financial backing to weather market fluctuations, and a singular focus on flying the airline.</p> <p>There might be some hope on the horizon with a possible new entrant, Koala Airlines, in the press recently, stating its intentions to enter this market and be successful.</p> <p>Many customers may be hoping Koala can excel where Bonza and Rex were unable to. However, its entry remains quite some way off. Koala is still working on attaining an <a href="https://www.casa.gov.au/licences-and-certificates/air-operators">air operators certificate</a> (AOC) from CASA and a fleet of new aircraft.</p> <p>Koala has given few details about its business strategy, except for a promised <a href="https://www.abc.net.au/news/2024-09-29/koala-airlines-to-enter-qantas-virgin-duopoly-four-corners/104405640">cash refund guarantee</a> for passengers, and plans to implement <a href="https://koalaair.com.au/koala-tech/">artificial intelligence</a> to remain viable in the market.</p> <h2>What else can be done?</h2> <p>Can the government do anything to protect new entrants, to support them through the initial startup phase? Part-ownership of any new airline by the government is probably off the cards.</p> <p>Salvaging the competition we have left may be a better strategy. Also on Tuesday, the government announced an <a href="https://www.afr.com/companies/transport/labor-stumps-up-80m-to-keep-failing-airline-rex-afloat-20241112-p5kpu3">$80 million support package</a> to keep Rex’s regional services operational.</p> <p>Much of Rex’s fleet of SAAB 340 aircraft is in need of repair, so this will help somewhat.</p> <p>But such a big spending package is reminiscent of the <a href="https://theconversation.com/government-funding-to-qantas-and-virgin-to-ensure-air-services-on-key-routes-136554">pandemic-era strategies</a> the government will not want to revisit on a grand scale.</p> <h2>Better compliance</h2> <p>Other strategies could focus on ensuring that everyone plays fairly and doesn’t abuse the system to keep market share. The ACCC’s latest report is part of ongoing quarterly reporting, after the Treasurer redirected the ACCC to monitor domestic airfares for another three years in November last year.</p> <p>But other regulatory oversight may have been lacking. <a href="https://www.aap.com.au/news/competition-at-sydney-airport-less-than-we-like/">Speaking</a> before a senate inquiry on Tuesday, Sydney Airport’s Scott Charlton said that until recently, a compliance committee set up to monitor Sydney Airport’s slot system hadn’t met for five years.</p> <p>The government will need to tread carefully. If it wants to provide incentives for new entrants, it will need to do so in a manner that does not appear to be a re-regulation strategy, creating hardships for Qantas and Virgin Australia.</p> <p>Ultimately, appearing to re-regulate the Australian aviation sector is not in line with the government’s long term strategy of keeping the airline market stable through less intervention. <!-- Below is The Conversation's page counter tag. What is ‘slot hoarding’ – and is it locking out regional airlines like Rex?

Rex Airlines has just become the second Australian airline to go into voluntary administration this year, after Bonza’s collapse in April.</p> <p>Is Qantas’ chief executive Vanessa Hudson right – that there simply <a href="https://www.smh.com.au/business/companies/australia-can-t-sustain-more-than-three-airlines-says-qantas-boss-20240714-p5jtlo.html">aren’t enough passengers</a> in Australia to support more than three airlines?</p> <p>That’s certainly a convenient narrative for the members of our domestic airline duopoly, Qantas and Virgin Australia, who now face even less competition.</p> <p>Or did Rex fall victim to other airlines’ strategic management to limit the number of airport slots available to them to successfully fly between the capital cities? This practice is known as “slot hoarding”.</p> <p>On Thursday, the former chair of the the Australian Competition and Consumer Commission (ACCC), Rod Sims, seemed to think so, <a href="https://www.theguardian.com/australia-news/article/2024/aug/01/rex-airlines-administration-qantas-virgin">telling ABC radio</a>:</p> <blockquote> <p>The government outsources the management of the slots at Sydney airport to a company that’s majority-owned by Qantas and Virgin, it is just unbelievable.</p> </blockquote> <p>It’s certainly not a new allegation. <a href="https://www.theguardian.com/business/2023/jun/06/rex-and-bonza-call-for-immediate-overhaul-of-sydney-airport-laws-to-increase-competition">Rex</a>, <a href="https://www.theguardian.com/business/2023/jun/06/rex-and-bonza-call-for-immediate-overhaul-of-sydney-airport-laws-to-increase-competition">Bonza</a>, and the <a href="https://www.afr.com/companies/transport/accc-warns-sydney-airport-slots-manager-has-conflicts-of-interest-20231220-p5espy">ACCC</a> have all previously raised concerns.</p> <p>So how exactly do airline slots work, and does the system need reform?</p> <h2>What are slots?</h2> <p>Back in the 1970s, the International Air Transport Association (IATA) developed the airline slot system to reduce airport congestion. The aim was to improve the traffic flow during peak travel times at “level 3” high traffic density airports – a category that includes Sydney and Melbourne.</p> <p>Under the system, airlines are allocated a daily number of slots they can use. Importantly, there is a set amount of slots available, as they represent specific time windows for aircraft to take off or land.</p> <p>Airlines <a href="https://doi.org/10.1016/j.trb.2018.04.005">schedule</a> their slots ahead of time as part of a yield management program. This plan looks across the whole calendar year, taking into account projected peak and off-peak travel times for business and leisure travellers.</p> <p>An airline owns the time slot it is designated by the <a href="https://doi.org/10.1016/j.trb.2018.04.005">airport infrastructure</a> capacity, whether it gets used or not.</p> <p>The IATA system relies on what’s called the “<a href="https://australianaviation.com.au/2024/02/80-20-rule-looks-to-survive-government-overhaul-of-sydney-slots/#:%7E:text=Currently%2C%20an%20airline%20can%20keep,calls%20it%20%E2%80%9Ctoo%20generous%E2%80%9D.">80/20 rule</a>”, which states an airline must use 80% of its allocated slots or it will loose its unused slots. The 20% is a buffer. But it has been <a href="https://australianaviation.com.au/2024/02/80-20-rule-looks-to-survive-government-overhaul-of-sydney-slots/">criticised</a> as overly generous.</p> <p>Airlines can also <a href="https://www.sciencedirect.com/science/article/pii/S1000936123002340">buy sell or lease</a>, slots they are not using due to slow demand or the need for financial gain. These can sell for <a href="https://simpleflying.com/biggest-airport-slot-deals-list/">huge sums</a>.</p> <h2>Can slots be hoarded?</h2> <p>Broadly speaking, slot hoarding is the practice of booking slots for use only to cancel them in bad faith, preventing other airlines from getting access to premium travel times.</p> <p>In June last year, Rex’s then-deputy-chairman John Sharp <a href="https://www.theguardian.com/business/2023/jun/06/rex-and-bonza-call-for-immediate-overhaul-of-sydney-airport-laws-to-increase-competition">accused Qantas</a> of engaging in the practice:</p> <blockquote> <p>It’s as plain as the nose on your face that Qantas is hoarding slots by cancelling sufficient flights to remain within the 80/20 rule.</p> </blockquote> <p>Slot availability is a particular <a href="https://www.afr.com/companies/transport/accc-warns-sydney-airport-slots-manager-has-conflicts-of-interest-20231220-p5espy">issue for Sydney Airport</a>, because takeoffs and landings are capped at 80 per hour.</p> <p>Sydney Airport Corporation’s executive general manager of aviation, Robert Wood, as well as the airport’s then-chief-executive Geoff Culbert also both expressed <a href="https://www.abc.net.au/news/2023-11-21/airlines-qantas-virgin-slot-hoarding-solving-problems/103110390">serious concerns</a> about slot use last year.</p> <p>In February this year, the federal government unveiled a <a href="https://minister.infrastructure.gov.au/c-king/media-release/reforming-sydney-airport-slots-boost-efficiency-competition-and-consumers-outcomes">range of reforms</a> for Sydney airport’s slot system. These included requirements for increased transparency on how slots are used, and new independent audits.</p> <p>Notably though, the government made <a href="https://australianaviation.com.au/2024/02/80-20-rule-looks-to-survive-government-overhaul-of-sydney-slots/">no change</a> to the 80/20 rule.</p> <h2>What needs to change?</h2> <p>A number of further reforms could help make the airport system friendlier to new entrants and more equitable.</p> <p>One possibility is to <em>sell</em> a predefined number of slots to the major participating airlines. Airlines would have to make a business case outlining their proposed needs over the next calendar year.</p> <p>Currently, airlines request slots from the airport slot management team at no cost to the airline, a system which favours established airlines that have met the 80/20 rule.</p> <p>But a key criticism of this proposal is that the cost of purchasing slots <a href="https://www.abc.net.au/news/2023-11-21/airlines-qantas-virgin-slot-hoarding-solving-problems/103110390">would be passed down</a> to the flying public, likely resulting in higher airfares. Bidding for slots would also add new cost barriers to entry for would-be startup challengers.</p> <p>Another possibility is to look at <a href="https://doi.org/10.1287/trsc.2019.0926">slot allocation based on fairness</a>, measuring an airline’s needs against airport infrastructure.</p> <p>Airlines that had historically used 80% of their allocated slots would be given priority bidding on <em>up to 50%</em> of the following year’s total airport slot allocation.</p> <p>The remaining 50% of slots could be prioritised for new airlines without an established history, with the goal of awarding them take off and landing times that aren’t necessarily premium, but close enough.</p> <p>Airlines that didn’t achieve this 80% target or were found to be abusing the slot hoarding rules would be removed from the top-tier fairness status and placed in a slot allocation “sin bin” until their performance measures were brought up to standards.</p> <p>Australia has challenges ahead for domestic flights that are already at capacity. Government reforms that provide better oversight of airport usage of the 80/20 rule could help mitigate the risk of anti-competitive behaviour.</p> <p>Australian airlines have the right to compete without feeling unfairly held back, and we as consumers have the right to reasonable airfares. <!-- Below is The Conversation's page counter tag. "Heartbroken": Sacked Rex Airlines hostess speaks out

<p>A “devastated” and “heartbroken” Rex Airlines flight attendant has spoken out after the regional airline entered <a href="https://oversixty.com.au/travel/travel-trouble/aussie-airline-s-shock-collapse" target="_blank" rel="noopener">voluntary administration</a>. </p> <p>Following the shock decision, 350 staff from the airline were made redundant and told they would not be paid any wages or redundancy packages for months.</p> <p>While many frustrated travellers took to Rex's Facebook page to complain about their flights being cancelled at the last minute with no notice, one cabin crew member called for calm and understanding. </p> <p>Air hostess Layla Rackley issued a reality check in the comments, writing, “I know this is so frustrating but the Rex staff, including myself, have lost our jobs very unexpectedly and we are all heartbroken.”</p> <p>“I hope your flights get sorted.”</p> <p>Another Rex flight attendant Makayla Meagher said on social media that she was “devastated” and it was something she thought would never have happened.</p> <p>“Im so grateful for all the friends i have made along the way,” she said. “Please keep Rex staff in your prayers.”</p> <p>Administrator Sam Freeman said regional flights were unaffected and would continue to operate, but domestic 737 services were grounded.</p> <p>“Virgin Australia are offering impacted Rex passengers free of charge rebooking,” he said.</p> <p>In the wake of the airline's collapse, competing Aussie airline Virgin wrote on their website, "Virgin Australia is also offering support to Rex employees who may be impacted by today’s announcement."</p> <p>"People whose employment has been affected should visit the expression of interest form on our website to apply for open positions."</p> <p><em>Image credits: Shutterstock / Instagram </em></p>

Aussie airline's shock collapse

<p>Australia's third largest airline Regional Express, better known as Rex, has entered voluntary administration. </p> <p>The airline will ground all its Boeing 737 jets and cease flying immediately between Australia’s major cities, as Rex struggled to compete with Qantas and Jetstar for customers. </p> <p>In response to the cancellation, Virgin has said it will allow Rex customers with tickets on 737 flights to transfer them to its services.</p> <p>Rex began connecting major cities during the pandemic, but was unable to keep up with other airlines who were more known for servicing Aussie capital cities. </p> <p>While flights to major cities with Rex will cease, the airline confirmed that its flights to and from regional cities, which use smaller Saab 340 turboprops, will continue as normal.</p> <p>The airline currently serves 56 destinations around Australia, many of them remote.</p> <p>In response to the cancelled flights, Qantas and Virgin Australia shared a statement saying they were “sad” for the “difficult” day.</p> <p>“This is a challenging day for our industry and we are sad to see Rex enter voluntary administration with the immediate suspension of its Boeing 737 operations,” a spokesperson for Qantas said.</p> <p>“We know this will be a difficult period for many Rex customers and employees and we stand ready to assist.”</p> <p>The spokesperson said Rex customers impacted by cancelled flights due to the grounding of their domestic jet services can contact Qantas and Jetstar to be reaccommodated on the same route as their original booking at no charge, where seats available.</p> <p>In a statement on the Rex <a href="https://www.rex.com.au/AboutRex/OurCompany/DomesticFlightUpdates.aspx" target="_blank" rel="noopener">website</a>, the stricken airline said it was working with Virgin Australia to assist impacted passengers. </p> <p>“An agreement has been reached with Virgin Australia to honour all prepaid tickets for the Rex Group’ direct services between domestic capital cities, at no additional cost to passengers.</p> <p>“If you hold a prepaid ticket for future travel on any of these routes, you can transfer your Rex booking to a similar Virgin Australia flight.”</p> <p>Customers must re-book their flight by Wednesday August 14th or they will lose their money.</p> <p>“Regional flights are unaffected by the administration and will continue to operate as normal,” it stated.</p> <p><em>Image credits: Shutterstock </em></p>

"He's in good spirits": Rex Hunt's devastating diagnosis

<p>AFL legend Rex Hunt has been diagnosed with dementia, with his family sharing that they are giving him "love and support" through the difficult time. </p> <p>Hunt's family shared the news of his diagnosis to the <em>Herald Sun</em>, with his wife Lynne saying they are going through a difficult time, but are rallying together. </p> <p>“Rex has recently been diagnosed with dementia,” Hunt’s wife Lynne said.</p> <p>“We are dealing with this as a family and are giving him love and support."</p> <p>“He is fit and in good spirits and looking forward to going fishing again soon."</p> <p>“Thousands of families around Australia have loved ones living with dementia and we are no different from any of them."</p> <p>“We are so very grateful for the constant support of Rex’s doctors and our friends.”</p> <p>In September, Hunt returned to a private care facility as his mental health issues, a result of his recent diagnosis with bipolar depression, continued to deteriorate. </p> <p>The 74-year-old has received an influx of messages of support from prominent sporting figures, including from long-time friend Sam Newman. </p> <p>On Newman's <em>You Cannot Be Serious</em> podcast, he shared a message for Hunt, saying, “It is a thing that grabs people at various stages of their life.”</p> <p>“I have been out to see Rex a couple of times and he is up and down in his mental acuity, but if he gets his meds right he is fine, so we wish him well."</p> <p>“We wish him well, we really do, because he had been – probably still is – a very great contributor to entertainment.” </p> <p><em>Image credits: Getty Images </em></p>

Sam Newman shares tragic update on Rex Hunt

<p>The renowned football commentator and former AFL/VFL star, Rex Hunt, has once again been admitted to a healthcare facility as he continues to battle with his mental health.</p> <p>Just last week, Hunt made a brief appearance at a media event and seemed to be in good spirits. However, on Friday, he was readmitted to a care facility.</p> <p>Sam Newman, a former AFL star and controversial media personality, has provided an update on Hunt's condition. Newman, who is a close friend of Hunt, expressed his concerns for Hunt's current state of mind. He emphasised the importance of Hunt taking a break from the public eye and focusing on his overall well-being – spiritually, physically, and mentally.</p> <p>“It is well documented that I am a friend of Rex Hunt and I worry for his present state of mind. He should give himself a break from public life and focus on his wellbeing spiritually, physically and mentally," Newman said to <a href="https://www.heraldsun.com.au/entertainment/fiona-byrne/sam-newman-urges-rex-hunt-to-prioritise-his-health/news-story/67ac590bd791341a26533f5ae7334243?amp" target="_blank" rel="noopener">The Herald Sun</a>. "He is a good friend, and we all want the best for him.”</p> <p>Another longtime friend of Hunt, former athlete, manager and former Mayor of Brighton John Locco, shared his hope for Hunt's steady progress towards recovery. Locco conveyed that many people are in support of Hunt and wish him well during this challenging time: “We are hopeful that over time that he can make steady progress to recovery and there are many people in support of Rex who wish him well in his current situation.”</p> <p>In July, Newman had previously disclosed that the 74-year-old Hunt, who battles bipolar depression, was not doing well. He revealed that Hunt was under the care of an institution and facing a decline in his mental health.</p> <p>Hunt's illustrious career includes two VFL/AFL premierships as a player and a successful stint as a football commentator on radio. He also gained fame through his television fishing show, which garnered a dedicated fan following.</p> <p>Hunt has been open about his mental health struggles, particularly after being hospitalised in January following an incident on a Victorian freeway. He acknowledged the role of painkilling drugs in his life, which he became dependent on after a neck operation seven years ago. This dependency led to significant changes in his life, especially in his mental and emotional well-being. You wanna die? Do you want to die?”</p> <p dir="ltr">Horrified witnesses eventually broke up the pair with Hunt driving around the block a few times before eventually leaving. </p> <p dir="ltr">Witnesses told <a href="https://www.9news.com.au/national/dash-cam-footage-records-road-rage-incident-with-afl-legend/8e64e5a5-8c7f-439a-84c3-2adb0c08dce6" target="_blank" rel="noopener">Nine News</a> that the other man had allegedly “run after Rex in an aggressive manner” before “throwing punches at trees”.</p> <p dir="ltr">Victoria Police said they were not notified of the incident. </p> <p dir="ltr">Images: Nine News</p>

Former Channel 7 reporter’s fall from grace

<p dir="ltr">A former Channel 7 reporter’s fall from grace has seen him end up homeless, addicted to drugs, and killing his best friend while driving under the influence. </p> <p dir="ltr">Trent Evans appeared in the Victorian County court where he pleaded guilty to culpable driving causing death following a car crash on February 27, 2021 that killed his friend Rex Willox.</p> <p dir="ltr">The 45-year-old’s guilty plea marked the end of what his lawyer Rahmin de Krester described as “descent into absolute chaos”.</p> <p dir="ltr">In just two years, Evans went from managing newsrooms at Seven and Ten before his life spiralled out of control due to the pressures of his job while working on Queensland’s Sunshine Coast.</p> <p dir="ltr">Evans tried to take control of his life and quit the network job in 2017 to work at a local Melbourne newspaper. But things continued to spiral. </p> <p dir="ltr">Mr de Krester said his client’s life was in a downward spiral for five years. </p> <p dir="ltr">“He became more and more unstable with drug use. His life had descended into absolute chaos,” he told the court, <a href="https://www.news.com.au/entertainment/tv/current-affairs/trent-evans-exchannel-7-journalist-pleads-guilty-to-culpable-driving-charge-that-killed-friend-rex-willox/news-story/f76455b333b3a915c5fcbebd2c455091" target="_blank" rel="noopener">news.com.au</a> reported. </p> <p dir="ltr">The court heard that Evans and Mr Willox were drinking champagne at Mr Willox’s house before deciding to head off to Evans’ short-term motel in Parkville.</p> <p dir="ltr">Evans was unfit to drive but still got behind the wheel of Mr Willox’s black Mercedes sedan to begin the trip back to his temporary home. </p> <p dir="ltr">The pair were driving along Barkley Ave in Burnley when Evans attempted to turn right while doing 40km/h above the limit.</p> <p dir="ltr">He lost control of the vehicle which flipped and ploughed into a timber pole that saw Mr Willox die at the scene. </p> <p dir="ltr">Evans returned a blood alcohol reading of 0.13 and spent three nights in hospital before he was finally questioned by police.</p> <p dir="ltr">A search of Mr Willox’s home found three empty bottles of champagne. </p> <p dir="ltr">Investigations began and it was found that Evans was attempting the right hand turn at a shocking speed of 113km/h in a 60km/h zone.</p> <p dir="ltr">Mr Willox’s sister provided a victim impact statement following his death saying she was struggling to find the words for her loss.</p> <p dir="ltr">Evan’s lawyer said his client accept that he was “broken man” who will “carry the responsibility for Rex Willox’s death for the rest of his life.”</p> <p dir="ltr">Mr de Krester said Evans “never recovered” and from 2018 was seeking help for homelessness but continued to succumb to drug use. </p> <p dir="ltr">Judge Gregory Lyon will sentence Evans on July 11.</p> <p dir="ltr"><em>Images: Instagram</em></p>
